Aklan Gov. Joeben Miraflores inks Executive Order

AN EXECUTIVE ORDER RESTRICTING THE MOVEMENT OF THE PEOPLE AND REGULATING THE ENTRY OF GOODS AS WELL AS MANDATING SOCIAL DISTANCING MEASURES FOR THE MANAGEMENT OF THE CORONA VIRUS DISEASE 2019 (COVID-19) SITUATION IN THE PROVINCE OF AKLAN

WHEREAS,the Department of Health (DOH) has already placed the entire country on Code Red, Sub-Level 2 due to the rapid increase of COVID-19 confirmed cases and the confirmation of local transmission while His Excellency, President Rodrigo R. Duterte has promulgated Proclamation No. 922, “Declaring a State of Public Health Emergency Throughout the Philippines”.

WHEREAS,the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (Task Force) established under Executive Order No. 168 (S. 2014) issued Joint Resolution Nos. 11 and 12 (S.2020) for the management of the COVID-19 situation;

WHEREAS, pursuant to these two (2) Joint Resolutions, The Office of the Executive Secretary of the Office of the President of the Philippines issued a Memorandum enjoining Stringent Social Distancing Measures and Guidelines for the Management of the COVID-19 situation.

WHEREAS, on March 14, 2020, the Provincial Task Force in a meeting together with the Sangguniang Panlalawigan of Aklan, the League of Municipalities-Aklan Chapter and the Diocese of Kalibo, recommended for the implementation of stringent social distancing measures as well as management of the COVID-19 situation;

NOW, THEREFORE, I, FLORENCIO T. MIRAFLORES, Provincial Governor of the Province of Aklan, by virtue of the power vested in me by law, do hereby promulgate this Executive Order, as follows:

SECTION 1. Restriction as to the Entry of Persons. ─ All persons entering the Province of Aklan by sea and air shall not be allowed except the following:

a. Aklanons. For purposes of this Executive Order, Aklanons are those who were born in the Province of Aklan or those born outside but already residents herein or whose place of work is in the Province of Aklan, or those married to an Aklanon, or with Aklanon lineage by blood or by marriage and Students currently enrolled in any school in the Province of Aklan;

Provided, that, they show proof of residency in the province, underwent the required medical protocols and shall undergo the required fourteen-day mandatory quarantine particularly those who originates from
areas with local transmission;

b. Persons involve in the delivery of goods and commodities, including but not limited to food, fuels, medicines, animal food, medical supplies, medical equipment and construction supplies. Provided, that, if any Port in the Province is their point of passage to their point of destination outside of the Province the drivers and helpers shall not be allowed to disembark from their vehicle to mingle with the locals. Provided further, that, if their point of destination is in the Province of Aklan, they are not allowed to disembark from their vehicle and let the consignee unload their goods;

c. Unless the National Government provide otherwise, persons coming from a foreign country or with a history of travel in a foreign country with a known localized transmission within the fourteen day period immediately preceding their travel to Aklan shall, at his/her own expense, undergo a fourteen-day quarantine period or may choose to immediately return to his/her point of origin;

d. Medical doctors working in the province. Provided, they have proof that they are employed in any hospital in the Province of Aklan;

e. National government officials and employees, members of PNP, AFP, BFP, Coast Guard and Medical practitioners who are deployed to Aklan to prevent the spread of COVID-19, or maintain peace and order in the province who came from provinces or cities without confirmed case of COVID-19. The aforementioned personnel shall be required medical protocols before entering the province;

f. Returning medical personnel who accompanied patients needing immediate medical care outside the province. Provided that medical personnel who travelled to a COVID-19 infected province, city or municipality will undergo the required fourteen-day mandatory quarantine. For this purpose, the Chief of Hospital and attending physician shall issue a medical certificate that no treatment is available in the province and referral letter to patient’s hospital destination;

g. Returning officials or employees of the of the Provincial, Municipal and Barangay Governments who travelled outside the province, upon purposes of preventing the spread of COVID-19 and maintaining peace and order. Provided that they shall undergo the required medical protocols;

h. In extreme cases, relating to health, safety, security and commerce, the Governor may authorize other persons to enter the province of Aklan. Provided that they shall undergo the required protocols.

The municipal and barangay officials concerned are hereby enjoined to monitor and implement this Executive Order.
