DOH: ‘Unauthorized’ grant ng mga meal allowances para sa health workers, naayos na

Na-resolba na ang “unauthorized” grant na P275.9 million halagang meal allowances para sa mga health workers, ayon sa Department of Health.

Sa isang pahayag noong Linggo, tumugon ang DOH sa natuklasan ng Commission on Audit, na kung saan namahagi ang nasabing agency ng mga meal allowances “without legal basis.”

Sa ilalim ng Bayanihan to Recover as One Act, entitled ang mga healthcare workers sa mga meals, accommodation at transportation benefits. Sa ganitong layunin, ayon sa department nagdowload ito ng P2.4 billion sa mga ospital.

“Given the challenges of providing actual meals to healthcare workers who do not follow regular break schedules, some hospitals and facilities opted to provide the benefits through cash, grocery vouchers, grocery items, and the like,” paliwanag ng DOH.

Ang pag-isyu ng mga meal benefits sa pamamagitan ng cash equivalents ay isang bagay na hindi sang-ayon ang mga state auditors, ayon sa department. Samakatauwid, inirekomenda sa 2020 audit report ng COA, na ang mga provisions na iyon, kung saan flagged as unsanctioned, ay dapat na i-refund.

Ngunit, ayon sa DOH, ang Office of the President mismo, sa memorandum noong Hunyo 1, ang pumayag na ibigay ang benefits sa pamamagitan ng cash equivalents.

“The DOH assures the public that it shall continue to defend the lawful provisions of healthcare worker benefits, as these are granted in recognition of the invaluable sacrifices and service of our frontliners,” dagdag pa nito.

Kasama ang findings na ito ng COA sa kanilang latest annual reports, na kung saan nakita nila ang “deficiencies” sa pamamahala ng DOH sa P67.33 billion halaga ng pandemic funds. Ayon sa commission, nag-contribute ang mga ito sa mga pagsubok na hinaharap ng agency sa kanilang pagresponde sa COVID-19 crisis.
