Only fully trained cops ang papayagang magdala ng baril habang naka lockdown
Ang baril ay hindi pwedeng dalhin ng mga non-police personnel habang naka-lockdown dahil sa kanilang kakulangan sa training pagdating sa firearm handling, ayon sa isang mambabatas kahapon.
Ito ay matapos mapuna ni Muntinlupa Rep. Ruffy Biazon ang pagkamatay ng 59-year-old na mangangalakal na nabaril ng isang barangay tanod sa gitna ng implentasyon ng enhanced community quarantine (ECQ) sa Metro Manila.
“Enforcement multipliers like barangay tanods are not fully trained on proper firearms use and discipline, so in order to avoid incidents like these, carrying of firearms by non-police personnel even if licensed should not be allowed during the imposition of quarantine,” ayon sa pahayag ni Biazon.
“It is but proper for the DILG (Department of the Interior and Local Government) to order the investigation of the shooting and file the appropriate charges if there are findings of any violation of law,” dagdag pa niya.
Kung ano man ang magiging resulta ng imbestigasyon, sabi ni Biazon na, “it is strongly recommended to adopt and enforce a policy to take an inventory of who among those given assignment in the enforcement of pandemic control measures are licensed to own, possess, and carry firearms.”
“This will enable accountability to immediately ascertained,” sabi niya.
Binigyan rin ng punto ni Biazon na hindi ito ang unang pagkakataon na nangyari ang ganitong insidente. Noong April 2020, isang Quezon city police na naka station sa isang quarantine checkpoint ang bumaril hanggang mapatay si Winston Ragos, isang retiradong sundalo na mayroong mental illness, na sinasabing lumabag sa community quarantine protocols.
